Ovo je dopis iz Kineske korporacije za osiguranje izvoza i kredita, političko orijentirana osiguravajuća tvrtka financirana od strane države za prekomorske investicije kineskih poduzetnika i inženjerskih ugovora.

The implementation process of public procurement is regulated by the EU rules for public procurement and in accordance with them, as part of the published tender documents, which can be downloaded from our website http://art-dr.hr/EU_projekt/documents.html  , were published all technical specifications in accordance with the strict implementation procedure in the document 'SUP 2.6 TechSpec TechOffer_LOT3.doc ', and these technical specifications are taken directly from the main project for autonomous photovoltaic power plant and by studying that document one can get thoroughly acquainted with the project.

We as caller for this tender for public procurement under this project are co-financed by the European union and are obliged to follow the rules and form of standard procedure of the European union and cannot therefore send you the main project in electronic format as you asked, but as already mentioned, you will find all information in tender documentation. Although the documentation does not schedule an informative meeting, and if a meeting is not possible, please give us the contact of the person that we can turn to in regards to technical details. /

Question5 / Pitanje5: If the tenderer does not require advance payment what are the terms of payment accordingly? /

Ako ponuditelj ne zatraži predujam koji su onda uvjeti plaćanja u skladu s tim?

Answer5 / Odgovor5: As per Article 26 of the Special Conditions for LOT1, LOT2 and LOT3 it is determined:

'In order to obtain payments, the Contractor must forward to the authority referred to in paragraph 26.1 above:

For the 75% pre-financing, in addition to the payment request, the performance guarantee in the amount defined in the Article 11. If a pre-financing is requested and this payment exceeds x,xx euros the Contractor must also provide a pre-financing financial guarantee for the full amount of the pre-financing payment.’

The rest of the payment will be done after the issuance of Provisional acceptance which, according to the Article 19 of the Special Conditions for LOT1, LOT2 and LOT3 is determined as follows:

Provisional acceptance of equipment will be issues only after all afore mentioned operations have successfully been made at the latest after 78 days after the commencement of the Contract.'

(Meaning the delivery, installation, testing and commissioning and training).

If a tenderer does not require pre-financing there will be a one-off payment after the issuance of Provisional acceptance. /

Prema članku 26 Posebnih uvjeta za grupu 1, grupu 2 i grupu 3 određeno je:

Kako bi osigurao isplatu, dobavljač je dužan dostaviti tijelu navedenom u članku 26.1:

Za 75% isplate pred-financiranja, kao dodatak zahtjevu za plaćanje, izvedbenu garanciju. Ukoliko je pred-financiranje zatraženo i iznosi više od x,xx EUR, dobavljač mora također dostaviti i financijsku garanciju za pred-financiranje koja pokriva iznos cijelog pred-financiranja.'

Ostatak isplate će biti nakon izdavanja Privremenog prihvata opreme za koji je, prema članku 19 Posebnih uvjeta za grupu 1, grupu 2 i grupu3, određeno:

Privremeni prihvat opreme će se izdati tek nakon što su prethodno navedene operacije uspješno provedene najkasnije 78 dana od početka provedbe ugovora.'

(Što znači dostava, instalacija, ispitivanje i puštanje u pogon i trening).

Ako ponuditelj ne traži pred-financiranje biti će izvršeno jednokratno plaćanje nakon izdavanja Privremenog prihvata opreme.
